What it covers
A design team is accountable for the design; a contractor is accountable for the build. Neither is structurally positioned to hold the whole picture on a client's behalf. Project Management is that role — running a client's interest across design, procurement and delivery as one accountable line, rather than something assembled after the fact from separate advisors' inputs.
